Establishment of Special Economic Zones - ZES

As of 1 January 2024, the Special Economic Zone for Southern Italy – Unified SEZ is established, including the municipalities within the territories of the regions Abruzzo, Basilicata, Calabria, Campania, Molise, Puglia, Sicily, and Sardinia.
From 20 November 2025, the territory expands to also include the municipalities of Marche and Umbria.

The Special Economic Zone (SEZ) is a delimited area of the territory of the Italian State in which the exercise of economic and entrepreneurial activities by businesses already operating and of those that will set up can benefit from special conditions in economic, financial and administrative terms, in relation to investments and to business development activities, such as the recognition of tax credit for investments (art. 16 D.L. 124/2023) to companies that carry out the acquisition of capital goods such as machinery, plants and equipment or of land and buildings instrumental to investments, and finally the administrative simplification which implies, where provided, a reduction in processing times (art. 15 D.L. 124/2023).

The eight Special Economic Zones, initially established in specific territories of the individual regions listed above (pursuant to Decree-Law 91/2017, as amended, Articles 4 et seq.), each having its own distinct administrative structure, merge into the Unified SEZ for Southern Italy, with the aim of maximizing the competitive impact of the SEZ areas in the international context. From 20 November 2025, the Marche and Umbria regions are added to these.

The SEZ Mission Structure, established at the Presidency of the Council of Ministers by art. 10 of D.L. 124/2023, acts as the proceeding administration for the purpose of issuing the single authorisation and to it are transferred the functions of ownership of the Extraordinary Commissioners referred to in Article 4, paragraph 6-bis of D.L. 91/2017, converted by L. 123/2017.

Digital Single Desk SEZ - S.U.D. ZES

In order to ensure a unified relaunch of productive activities in the territories of the regions concerned, D.L. 124/2023 provides for the identification of sectors to be promoted and those to be strengthened, priority investments and interventions for the development of the Single SEZ, and the implementation methods within the three-year Strategic Plan of the Single SEZ (art. 11) and establishes the Digital Single Desk SEZ - S.U.D. ZES (art. 13) at the SEZ Mission Structure.

The ZES Digital One-Stop Shop therefore serves as the single interface for submitting applications for the unified authorization referred to in Article 15 of Legislative Decree No. 124/2023, according to the special, simplified procedure, aimed at entrepreneurial projects related to new investments or the development of businesses located within the ZES area. 

In this regard, it is mandatory to attach a business plan to the application which highlights, among other things, the employment impacts of the proposed projects.

For investment projects that do not have the characteristics described above, the competences and functions of the municipal SUAP of the relevant territory remain unchanged.

N.B. With regard to applications concerning building interventions, such interventions will be relevant only if they are strictly connected to a new investment.

The S.U.D. ZES desk allows the submission of projects aimed at starting economic activities, or the establishment of industrial, productive and logistic activities within the single SEZ by companies belonging to all ATECO sectors, except for Trade.

Furthermore, the S.U.D. ZES desk does not allow the submission of projects that require only the SCIA and applications for public initiative projects under the jurisdiction of the Port System Authority. Applications under the competence of the Port System Authorities relating to private initiative projects remain of interest to the S.U.D. ZES desk.

Submission of applications

Persons interested in starting a new activity subject to the Single Authorisation submit their project exclusively through the Front Office of the Digital Single Desk for the Unified SEZ. The Mission Structure is not authorised to receive applications outside the digital desk.

Persons interested in starting a new business activity subject to the Single Authorisation can submit their project to the Front Office of the Digital Single Desk for the single SEZ. The Mission Structure is not authorized to receive applications outside the One-Stop Shop.
