One-Stop Shops (OSS) IT system (SSU) Go to Information Support for Public Administrations - M1C1 sub-investment 2.2.3 NRRP:

 

The One-Stop Shops (OSS) IT system (SSU), introduced by Art. 2 paragraph 2 letter a) of the new Technical Annex to the Presidential Decree No. 160/2010 published in the Official Journal on 12 November 2021, is the set of structural elements and components that enable electronic communication and data transfer between the SUAP and the third parties involved in the procedure.

The SSU (Italian acronym for the IT system of the One-Stop Shops), the implementation of which is financed by measure M1C1, sub-investment 2.2.3 of the NRRP, is a national system integrated with the National Digital Data Platform (NDDP), through which data interoperability is achieved among all the entities involved in the processing of SUAP procedures.

The IT components that make up the SSU are the SUAP Front Office, which allows interaction with the subjects submitting an application to the SUAP, the SUAP Back Office, which receives the application and ensures the coordination of communications to and from third-party authorities involved in the specific procedure, the Third-party Authorities Back Office, which allows the public administrations involved in the procedure to receive the submitted application and to carry out all the activities required to issue their respective opinions, if applicable, and, finally, the Catalogue of the IT system for One-Stop Shops (referred to as SSU Catalogue).

The SSU Catalogue, defined in Article 3(3)(d) of the new Technical Annex, constitutes the single and shared knowledge base of administrative procedures between SUAPs, municipal offices and other public administrations involved in the procedure and includes the list of IT components and the rules for the computerised exchange of information between them. All IT components, in order to operate within the Catalogue, must comply with the requirements set out in the Technical Specifications referred to in Article 5 of the Technical Annex. Unioncamere, on behalf of the Chambers of Commerce and through the manager of the national information system referred to in Article 8, paragraph 6, of Law No. 580 of 29 December 1993, implements and manages the IT component of the Catalogue in compliance with the technical specifications set forth in the Annex to the above-mentioned Decree.

The SSU Catalogue:

  • ensures consistency by adopting standardised, unified forms;
  • ensures security in the electronic exchange of information between the SUAP and the public administrations involved in the administrative procedures;
  • defines the interoperability rules for the structural components accredited to operate within the SSU;
  • records information regarding the applications submitted and tracks their progress within the application process.

SSU Catalogue Support

The SSU Catalogue Support Portal is a helpdesk service focused on the human-oriented functionalities of the SSU Catalogue, as well as the e-services provided by the SSU Catalogue on the NDDP (National Data Digital Platform).

The Human-Oriented functionalities are reserved for the competent authorities referred to in Article 4, paragraph 2 of the Interministerial Decree of 26 September 2023. These authorities are required to carry out the initial population and subsequent ongoing updating of the SSU Catalogue contents through the Administrative Procedures Management and Population Service of the SSU Catalogue, following the specified Adhesion Procedure.

The e-services of the SSU Catalogue on NDDP are the digital services provided by Unioncamere and available to the Public Administrations involved in SUAP administrative procedures, thanks to which the information interchange of data between the SSU Catalogue and the IT components operating in the One-Stop Shops IT system is implemented.

The SSU Catalogue support web portal offers self-care functions to search for information on their own and allows users to contact the support team by filling in a dedicated form, which can be reached from the 'Contact Us' section.
